MTPO COORDINATOR:
The MTPO Coordinator serves as the secretary for LAMTPO Executive Board and the Technical Advisory Committee, in a non-voting role. MTPO Coordinator is a staff member of the local and/or regional planning commission. The Coordinator conducts studies, develops plans and programs, and chairs all MTPO subcommittees. The MTPO Coordinator is the liaison between the MTPO and the FHWA, FTA, TDOT, local governments, and other groups or individuals interested in transportation issues. The MTPO Coordinator shall be responsible for preparing the meeting agendas, posting public notice of the meetings as required, calling the roll of the meetings, and the votes necessary, keeping minutes of the meetings and other duties as required in the function of transportation planning within the MTPO study area.
PUBLIC
PARTICIPATION:
Public Participation is important to the MTPO. The MTPO recognizes this fact, and encourages the public to review and comment on proposed transportation plans and programs. MTPO meetings are open to the public, and serve as a regular forum to solicit community transportation concerns. The Public will be encouraged to participate as described in the Public Involvement Plan.
MEETINGS:
The Executive Board shall meet, in general, on a quarterly basis.
The Transportation Technical Advisory Committee, in general, shall meet on a quarterly basis.
The Executive Board and/or the Technical Advisory Committee shall meet more often, if determined by the MTPO Coordinator and the respective Chair, in which case all members shall be notified, and a notice of public hearing shall be posted in the local newspaper
Inter-agency staff coordination is achieved on an informal and as-needed basis, with work schedules being established by mutual agreement as required to accomplish planning, programming, and implementation schedules.

HISTORY:
In May 2002, the U.S. Census Bureau declared the region consisting of Morristown, Jefferson City, White Pine, and portions of Hamblen County and Jefferson County as an urbanized area. An urbanized area is defined as an area with a population of 50,000 or greater, and generally with a population density of approximately 1,000 people per square mile. The LAMTPO urbanized area population, based on the 2000 U.S. Census, is 54,368. Under federal regulations, all places that are designated as an urbanized area must form a Metropolitan Transportation Planning Organization. MTPOs were created in order to ensure that existing and future expenditures for transportation projects and programs were based on a comprehensive, cooperative, and continuing (3-C) planning process. Federal funding for transportation projects and programs are channeled through this planning process. LAMTPO and Cleveland, TN (also designated as an urbanized area in 2002) are the two newest MPOs within Tennessee, bringing the total number of MPOs within Tennessee to eleven (11).

FUNCTIONS OF THE
MTPO:
There are five (5) core functions of the MTPO:
1. Establish and manage a fair and impartial setting for effective regional decision-making in the metropolitan area.
2. Develop, Maintain, and Implement a Unified Planning Work Program (UPWP).
3. Maintain a Long-Range Transportation Plan (LRTP).
4. Develop a Transportation Improvement Plan (TIP).
5. Involve the Public.
The LAMTPO Executive Board has approved the following:

Adopted a Prospectus
Created a Study Boundary for the region.
LAMTPO is in the process of creating a Unified Planning Work Program (UPWP) for Fiscal Year 2006. This is basically a work program document that identifies what the MTPO will be doing during the up-coming fiscal year. A draft copy of the UPWP FY2006 is shown below for public review. NOTE: The Transportation Improvement Plan (TIP) and the Long Range Transportation Plan (LRTP) will be worked on during the 2006 fiscal year.
