Resolution Adopting the
Fiscal Year 2004 Unified Planning Work Program
WHEREAS, a comprehensive, cooperative, and continuing transportation planning process is to be carried out in the Morristown, TN Urbanized Area; and
WHEREAS, the Unified Planning Work Program (UPWP) describes all transportation planning activities to be undertaken by local, regional, or state agencies pertinent to the Morristown Urbanized Area during Fiscal Year 2004; and
WHEREAS, the various state, local and regional agencies involved with transportation planning activities for the Morristown, TN Urbanized Area have cooperatively developed a Unified Planning Work Program (UPWP) for Fiscal Year 2004; and
WHEREAS, it is the function of the Lakeway Area Metropolitan Planning Organization to approve and adopt an annual transportation planning work program for the Morristown, TN Urbanized Area.
NOW, THEREFORE, BE IT RESOLVED that the Lakeway Area Metropolitan Transportation Planning Organization does hereby approve and adopt the Unified Planning Work Program as the annual transportation planning work program for the Morristown, TN Urbanized Area for Fiscal Year 2004.

In Accordance with 23 CFR 450.334, the Tennessee Department of Transportation and the Lakeway Area Metropolitan Planning Organization for the Morristown, TN Urbanized Area hereby certify that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of:
I. 49 U.S.C. Section 5323(1), 23 U.S.C. 135, and 23 CFR part 450.220;
II. Title VI of the Civil Rights Act of 1994 and the Title VI Assurance executed by each state under 23 U.S.C. 324 and 29 U.S.C. 794;
III. Section 1101 of the Transportation Equity Act for the 21st Century (Pub. L. 105-178) regarding the involvement of disadvantaged business enterprises in the FHWA and FTA funded project (Sec. 105(f), Pub.L. 97-424, 96 Stat. 2100, 49 CFR part 23);

INTRODUCTION
The Tennessee cities of Morristown, White Pine and Jefferson City, and portions of Hamblen and Jefferson counties were designated as an urbanized area by the United States Census Bureau in May 2002. From this the Lakeway Area Metropolitan Transportation Planning Organization (LAMTPO) was formed. As a result, the area has come under the provisions of the Federal Aid-Highway-Acts and the Urban Mass Transportation Act of 1964, as amended, which require a continuing, comprehensive, and cooperative (3C) planning process in all urban areas of more than 50,000 population. The purpose of LAMTPO is to develop and carry out a comprehensive transportation planning process and to ensure that programs, improvements, and expenditures are consistent with regional goals, policies, and plans.
This document, the Unified Planning Work Program (UPWP) for FY2004, describes those planning activities to be undertaken of behalf of LAMTPO and its member governments from October 1, 2003 through September 30, 2004. This UPWP is the 1st to be prepared for the region, and contains the planning funds allocated from the FHWA Section PL 112 and FTA Section 5303 programs, as well as the FTA Section 5307 program.
Planning priorities for FY2004 include hiring a LAMTPO Coordinator, the development of a computerized database project throughout the region to monitor and track transportation system performance, and develop planning and budgeting for operations and maintenance of the existing (and future) transportation system and facilities.

ADMINISTRATIVE ACTIVITIES:
1. Responsible Agencies: City of Morristown, TN, Tennessee Department of Transportation, Planning Division and Public Transportation, Waterways, and Rail Division.
2.
Purpose: To
conduct continuing, cooperative, and comprehensive (3-C) transportation
planning activities consistent with the urban areas comprehensive general plan
and ensure that all transportation planning projects meet federal and state
requirements.
3.
Previous Work: N/A;
This will be a continuing work activity.
4.
Study Design:
Administrative
activities will include:
a.
arranging, conducting,
and recording meetings of:
i. the
Executive Board,
ii. the
Transportation Technical Advisory Committee, and
iii. various
subcommittees;
b.
preparation of progress reports, billings, the FY2005 UPWP,
the TIP and the LRTP; air quality training/ modeling;
c.
travel;
d.
attendance at conferences, seminars and workshops;
e.
setting up and maintaining a website for the LAMTPO;
f.
maintenance of appropriate files, records, and documents;
g.
coordination among agencies; and
h.
encouraging citizen participation in the planning process.
The Planning Division of the Tennessee Department of Transportation will work jointly with the urbanized area to:
a. establish the administrative and technical procedures required,
b.
prepare contractual agreements as required,
c.
attend all study meetings,
d.
distribute special and annual reports and study documents,
e.
review and analyze individual transportation planning projects
and studies, and
f.
undertake general administrative activities.
Organizational and outreach
activities for Title VI Program will continue throughout the year.
The Public Transportation, Waterways and Rail Division will:
a) administer correspondence and telephone contacts regarding waterways transportation, urban public transit, airport development, rail service, ride sharing, and transportation systems management.
b)
Representatives of this office will participate in the LAMTPO
meetings,
c)
distribute federal guidelines and requirements;
d)
conduct seminars and work sessions;
e)
provide advice and assistance concerning feasibility of river
transportation development;
f)
review study documentation and reports, and
g)
administer funds for port development and other various
projects.
h)
This office will coordinate FTAs Section 5303, 5307, 5309,
and 5310 programs in Tennessee.
5. Products: Minutes of the LAMTPO meetings, quarterly progress reports, various contracts and agreements, files and records as required, and the FY2005 UPWP. An on-going transportation planning program.
6. Work Schedule: This will be a continuing task. The administrative activities will occur throughout the whole FY 2004, from October 1, 2003 through September 30, 2004. Progress reports shall be done on a quarterly basis. It is anticipated that the UPWP FY2005 will be completed by Summer 2004, and the Public Participation Plan shall be completed in Winter 2004.
MAINTENANCE OF
DATA INVENTORIES AND SURVEILLANNCE:
1. Responsible Agencies: LAMTPO; Engineering and/or Public Works Departments of Morristown, White Pine, Jefferson City, Hamblen County, Jefferson County; Offices of Local Planning Assistance (Knoxville and Johnson City); TDOT Planning Division.
2. Purpose: Inventory of transportation data and database development.
3. Previous Work:
a. Collection, analysis, and monitoring of population, air quality, land use, and traffic data on a local and regional basis.
b. TDOT has collected traffic counts from various locations (171 annual cycle count stations) throughout Hamblen and Jefferson counties.
c. Special traffic counts conducted for planning and design projects as required.
d. Traffic Analysis studies on major thoroughfares (i.e. US Hwy 25E in Morristown).
e. Accident data from the Tennessee Department of Safety coded and filed.
f. High hazard accident data furnished for safety studies as needed.
4.
Study Design:
a. Surveillance of traffic, population, air quality, land use, and socioeconomic data will be carried out by the LAMTPO for its designated planning region. LAMTPO, the Offices of the Local Planning Assistances, the cities of Morristown, White Pine, Jefferson City, and the counties of Hamblen and Jefferson will conduct surveillance activities and assist with various mapping needs for the remainder of the urbanized area.
b. Information to update the Title VI report for the urbanized area will be collected and analyzed.
c. Development of current bridge and pavement management databases and inventories will also be encouraged on a regional basis to maintain existing systems.
d. During the FY2004, the City of Morristown and LAMTPO will continue support of the database and mapping systems capable of storing, retrieving, correlating, analyzing, and displaying geographic information. These systems will have numerous transportation applications including: base studies for corridor analyses, capacity analysis for the street network, mapping and integration of socio-economic data.
e. TDOT will continue to collect traffic count data at 171 annual cycle count stations throughout Hamblen and Jefferson counties. Special traffic counts will be conducted as needed for planning and design projects. Maintain accident file, and furnish high hazard listings and other safety data as required. Travel time studies will be conducted if needed for special studies.
5.
Products:
a.
Average daily traffic, peak hour volume, vehicle
classification, directional distribution, and other traffic data for planning
and design studies. Vehicle miles of travel on functionally classified system.
b.
High hazard lists, collision diagrams, and other accident
data.
c.
Updated data for TDOT TRIMS file.
d.
Additional data for use in public, long-range, and functional
planning activities.
e.
Update census demographics for the region.
6.
Work Schedule:
Progress reports will be done on a quarterly basis. Permanent count data collected and computed for computer storage weekly. TDOT annual cycle counts to be made in November - December 2003. Other special counts as needed. Accident data coded and stored on a daily basis (TDOT). Local and regional population/ land use surveillance and traffic surveillance activities will be conducted throughout the year.
DEVELOPMENT OF
TRANSPORTATION PLANS
Long Range Transportation Plan (LRTP)
1. Responsible Agencies: LAMTPO, TDOT Planning Division
2. Purpose: To provide a continuously updated comprehensive transportation plan that will provide for the long-range transportation needs of the urbanized area.
3. Previous Work: There has not been a Long Range Plan within the study area. The City of Morristown adopted the Transportation Plan 2001-2010 in May 2001, and is currently in the process of revising it. The City of Morristown adopted a Future Land Use Plan 2001-2010 in June 2001. In March 2002 the City of Morristown adopted a Greenway Master Plan, a 20-year plan that shows alternative modes of transportation (i.e. sidewalks, natural greenways, bike trails). Wilbur Smith Associates created a US Hwy 25E Corridor Study, from I-81 Exit 8 north to the City limits of Morristown at the Hamblen County/ Grainger County Line.
Jefferson City adopted a strategic plan in June 1997 for a sidewalk/ greenway trails for alternative modes of transportation.
4.
Study Design:
a.
To incorporate previous plans to help develop the Long Range
Transportation Plan (LRTP).
b.
Consideration shall be given of the relationships between
transportation policy decisions on land use and development, and the overall
social, economic, energy, and environmental effects of transportation decisions
and continuing activities.
c.
To have citizen participation in the development and/or
maintenance of the LRTP. Abbreviated procedures (as reviewed and approved by
FHWA for urbanized areas with populations under 200,000) will be developed to
guide the process.
d.
Development and support of transportation systems compatible
with economic development initiatives that increase the vitality of the region
are also factors in the planning process.
e.
LAMTPO will coordinate
closely with FHWA, FTA, EPA, and TDOT during FY2004 to meet air quality
conformity standards, as determined applicable, for the LAMTPO study area.
f.
Work will commence on developing a Long-Range Plan. A highway
network will be developed and evaluated and the plan will be developed to
satisfy forecast travel needs (TDOT).
5.
Product: A continually updated Long Range
Transportation Plan (a 25-year plan) for the LAMTPO study area.
6.
Work Schedule: Refinements and amendments to the plan
will be prepared and documented as needed. Throughout the year work with the
cities of Morristown, Jefferson City, White Pine and with the counties of
Hamblen and Jefferson to develop the Long Range Transportation Plan
2005-2030, until completed. Air quality attainment activities,
implementation, and documentation as needed. Attend training courses related to
long range transportation planning and/or air quality attainment standards. It
is anticipated that the LRTP shall be completed during the Spring 2004.
Progress reports shall be given on a quarterly basis.
Transportation
Management Systems
1.
Responsible Agencies: LAMTPO, TDOT
2.
Purposes: To identify cost-effective improvements to
the existing transportation system to alleviate heavily congested major
arterials within the urbanized area. To improve the safety and efficiency of
movement of people and goods through operations and management of the existing
transportation system.
3.
Previous Work:
US Hwy 25E Corridor Study (February 2003).
4.
Study Design: An inter-modal approach will be
undertaken including pedestrian facilities, curb-cut consolidation, parking
management systems, and alternate access streets. Development of solutions to
short-term traffic problem areas which may occur within the urbanized area.
Consideration of management and operations of the existing transportation
system in the planning process.
5.
Products: Evaluation of alternative options to
alleviate congestion with an analysis of contributing factors and corrective
measures on all major streets and highways within the urbanized area. It is
anticipated that LAMTPO will hire a consulting firm to do a traffic study analysis
on U.S. Highway 11E from the intersection of 11E at Walters Dr/ W. Morris Blvd
to the 11E intersection with Hwy 92 northbound (Jefferson City Hospital).
6.
Work Schedule: It is anticipated that bids for RFPs for
the 11E traffic analysis study shall occur during the Fall/ Winter 2003, and
the winning bid to be awarded in Winter 2004. Progress reports shall be given
on a quarterly basis.
Multi-Modal
Planning
1. Responsible Agencies: LAMTPO, TDOT
2. Purpose: To maximize the availability of alternate forms of travel/ transport and facilitate connections among transportation modes.
3. Previous Work: The City of Morristown received approval for TEA-21 funding for Phase I of a greenway system, connecting two city parks together by a walking trail in 2001. In 2002 the City was approved for additional TEA-21 funding for Phase II of the greenway system, which were design and improvements to the overhead sidewalk system. In March 2002, the City of Morristown adopted a Greenway Master Plan, a twenty (20) year plan that, when completely built, will be approximately of 46 miles of walking and bike trails altogether.
Jefferson City established and adopted a strategic plan in June 1997 to establish walking trails and greenways to provide a corridor between all recreational park property within the city limits. The first phase has been completed. The second phase includes the construction of sidewalks and asphalt trails, is now underway.
4. Study Design: Support for the enhancement of the urban area with the development of walking and bicycle trails will continue. The continuation and development of greenway planning will be inclusive in the Long Range Plans.
5. Products: A transportation planning process that provides consideration for all modes of travel. Continued emphasis on the implementation of greenways and trails in the urbanized area.
6. Work schedule: Jefferson City and Morristown, each applied for a TEA-21 grant in June 2003. Notification of TEA-21 grants awarded to various cities/ entities to be known during the Winter 2003. Progress reports during the Spring and Summer 2004. It is anticipated that Morristown and Jefferson City shall apply for the reauthorization of TEA-21 grants during the Summer 2004.
PROJECT
DEVELOPMENT & PROGRAMMING
Transportation Improvement Program (TIP):
1. Responsible Agencies: LAMTPO, TDOT
2. Purpose: To create the Transportation Improvement
Program (TIP) for the study area.
3. Previous
Work: N/A, this will be the first TIP report for LAMTPO . Capital
Improvements programs for Morristown, White Pine, Jefferson City, Hamblen
County, and Jefferson County.
4. Study
Design: Projects listed in the Long Range Transportation Plan (LRTP) shall
drive the creation of the TIP. Project priorities are established by local
governmental jurisdictions in cooperation with TDOT. Efforts will be made to
meet project development requirements of TEA-21 and to enhance staff capacities
to effectively develop projects in compliance with the federal/ state
legislation. Adequate measures will be taken and documented for providing the
opportunity for public input into the TIP and project selection process.
5. Product:
The FY2005-FY2007 TIP, information and analysis required for project planning.
6. Work
Schedule: Progress reports shall be given on a quarterly basis. The TIP
shall be completed after the LRTP, and it is expected to be completed during
the Summer 2004.
Air Quality
1. Responsible Agencies: LAMTPO, TDOT, EPA, FHWA, FTA, TDEC
2. Purpose: To fulfill the requirements of the Clean Air Act Amendments of 1990, its successor, and TEA-21 (its successor) as related to non-attainment/ maintenance areas. Assist in the Early Action Compact (EAC) for air quality for this area.
3. Previous Work: N/A. This is the first UPWP for the LAMTPO study area. Jefferson County is part of an EAC.
4. Study
Design: LAMTPO to work with FHWA, FTA, TDOT, TDEC, EPA to monitor,
evaluate, and computerized modeling of traffic congestion and air quality
issues, particularly as it pertains to the new 8-hour Ozone standard.
a. Monitor changes in regulations to identify any local or regional impacts.
b. Using TRANSCAD and EPAs MOBILE 6 software for evaluating probable impacts of transportation projects and plans on vehicle emissions.
c. Assess the impact of new air quality standards and area designations as they are released from both an urban and regional perspective. Participate in the Air Quality Early Action Compact process.
d. Participate in teleconference calls organized by FHWA.
e. Participate with TDOT and/or the UT Center for Transportation Research on existing/ future mobile source emissions.
5. Product: Training and computer modeling for traffic impacts on air quality, particularly pertaining to the 8-hour Ozone standard.
6. Work Schedule: Progress reports to be given on a quarterly basis. Attending training seminars on air quality modeling and Early Action Compacts (EAC) meetings throughout the year.
PLANNING EMPHASIS AREAS:
1. Consideration of safety and security in the transportation planning process:
The development of projects that add to pedestrian/ bicycle safety, as part of the multi-modal planning.
2. Integration
of planning and environmental processes:
To integrate land use and developmental plans with transportation policy decisions. The support for integrated planning between public transportation and enhancement-type improvements lead to energy conservation. The emphasis on para-transit mobility options and ADA planning are important quality of life considerations for a growing segment of the population.
Air quality, especially the new ozone 8-hour standard, shall be developed and integrated into various transportation policies/ reports.
3. Consideration
of management and operations within the planning processes:
An emphasis has been placed on promoting efficient system management and operation. The use of GIS and other technological advancements will help provide and/ or maintain transportation system efficiency and performance for the future. Traffic/ corridor studies, such as the Hwy 25E Corridor Study (February 2003) will help determine the peak operating system for each major street network.
4. Consultation
with local officials:
The UPWP was created in conjunction with the 5 governing entities of LAMTPO, TDOT officials, FTA/ FHWA personnel, ETHRA (public transportation), East Tennessee Development Districts (Johnson City and Knoxville), other public officials, and citizen participation. The TIP and the LRTP will be formulated using these same groups of people.
5. Enhancing
the technical capacity of planning processes:
By updating the computer software (GIS mapping products, GPS, other transportation related equipment), will help establish and become better informed of traffic hazards, traffic counts, stoplight signalization, etc. of various major streets within the Lakeway Area Metropolitan Transportation Planning Organization (LAMTPO) study area.
